e) | Under the CGQS, all students will be required to complete their examinations within a five year time frame, from 1 January 2020 or the date of registration, whichever is later. An extension may be granted on a case-by-case basis, depending on progress in the examinations. | ||||
f) | Students can attempt any number of subjects across both Levels of the qualifying programme and there are no restrictions. However, students are advised to attempt subjects in Level 1 before moving on to Level 2 subjects. | ||||
g) | Students who complete their examinations in advance of the three year period will be able to utilize their credit balance of excess students’ fees paid (if any) towards their Graduateship subscriptions. | ||||
h) | Students who do not complete their examinations within the three year period will be required to pay additional renewal fees for the following two years of study (Years 4 and 5), such fees to be paid at the start of Year 4 (to cover the two year period). | ||||

Q1. | When will the new students’ fees be implemented? |
A: | The Institute will implement the new fee structure for students with effect from 1 January 2020 under the new qualifying scheme - The Chartered Governance Qualifying Programme (formerly known as the ICSA Qualifying Programme). |
Q2. | Can I pay the fees by instalments? |
A: | The new fee structure provides for students to pay the fees over two instalments in Year 1. |
Q3. | Do I need to pay the same instalment amount every year? |
A: | No. Students are only required to pay the two instalments in Year 1 which will cover the first three years of study. Apart from examination fees, students will not be required to pay any further fees during the first three years. Thereafter, students who have not as yet completed their examinations will be required to pay additional fees for the following two years (Years 4 and 5), such fees to be paid at the start of Year 4. |
Q4. | The new fee structure for students represents quite an increase in students’ fees, compared with existing fees. What benefits does the Institute provide under the new fee structure? |
A: | Under the new fee structure, students will be provided with free access to E-Learning materials (including online video presentations and presentation slides) for all seven subjects in the CGQS, tutor notes, online discussion forum and all other learning materials including study manuals and pilot examination papers as well as LinkedIn Learning, Emerald etc all of which can be accessed anytime at the convenience of students. |
Q5. | Why is there a payment for 3 years of study and 2 years of study in the fee schedule? |
A: | Under the new qualifying scheme, students are required to complete the entire programme within a 5 year time frame, from 1 January 2020 or the date of registration, whichever is later. The Institute has the packaged the new fees for the first three years of study to cover registration, exemption and renewal fees as well as access to the E-Learning platform for all seven subjects. At the end of the third year, students who have not completed their examinations will be permitted to renew their studentship for a further two year period, by payment of the renewal fees for the following two years, which will be payable at the start of Year 4. By doing this, students will be mindful of the timeframe they have to complete the examinations and will not be burdened with payment of fees on an annual basis. |
Q6. | Does the new fee structure include examination fees? |
A: | No. Students will be required to pay the examination fees, comprising the basic entry fee and the per subject fee, when they want to sit for the examinations in a particular year. |
Q7. | Can I still sit for the examinations if I do not pay the new students fees? |
A: | No, students with any outstanding fee payable will not be allowed to sit for the examinations. |
Q8. | What happens if a student does not complete the programme by the end of the fifth year? |
A: | The Institute will review the student’s results status and will consider an extension for the student on a case-by-case basis. Further payments will be required to be made by the student, based on the number of years’ extension as granted by the Institute. |
Q9. | What happens if I have paid all my fees in Year 1 and complete the examinations in advance of the three year period? Do I get refund of the excess fees paid? |
A: | Students who complete their examinations in advance of the three year period will be able to utilize their credit balance of excess students’ fees paid (if any) towards their Graduateship subscriptions. |
Q10. | Can I have the choice to decide to study on my own and not have the access to the E-Learning platform and materials? |
A: | Under the new arrangements for the CGQS, all students will be given free access to the E-Learning platform and materials. |
Q11. | What will happen If I do not pay the instalments within the time period in Year 1? |
A: | All fees are charged on a calendar year basis and should be settled within the timeframe stated in the invoices issued. Students who do not pay the outstanding fees will be barred from sitting for the examinations and will be treated as lapsed students. In such cases, they may need to re-register as students, which will involve an additional re-registration fee and penalty (if any). |
